Resident Application Requirements According to our Rules §24-1-13, all graduate medical trainees shall secure an educational training permit if they have not already applied for a West Virginia license. He/She shall submit a completed application. You may access the online application for Osteopathic Educational Permit by using the Continue button at the bottom of the page.
